本标准规定了水泥化学分析方法、X射线荧光分析方法和电感耦合等离子体发射光谱法对烧失量（LOI）、SO3、不溶物（IR）、SiO2、Fe2O3、Al2O3、CaO、MgO、TiO2、Cl-、K2O、Na2O、S2-、MnO、P2O5、CO2、ZnO、F-、游离氧化钙（fCaO）、SrO的测定。水泥化学分析方法又分为基准法和代用法。如果同一成分列了多种测定方法，当有争议时以基准法为准。
本标准适用于通用硅酸盐水泥和制备上述水泥的熟料、生料及指定采用本标准的其他水泥和材料。
